Sober living house - not so sober

There is a house on my street that someone has turned into a "sober living home" and basically charges 8 guys $200/week to live there. He's got the LLC registered with the state and the principal place of business is the residence in question. This rental by the the room is WAY more lucrative than simply renting the house to a family as he is making 4x the market monthly rental rate. Problem is, it doesn't seem like it's a sober living house at all. It appears to be filled with drug addicts continuing to do drugs and sketchy people coming and going at all hours. Just last night we had a hit and run accident from a car leaving that house that caused substantial damage. It's really bringing down my neighborhood and affecting my rental! Any advice on how I go about getting this place shut down would be greatly appreciated. Should I be looking for state laws on rooming house or local ordinances? I'm new to here so sorry if this post is off topic and not allowed here. Maybe this belongs on reddit.
