Cash Vs. Leverage Refinance Options ???

When it comes to Cash Vs Leveraging with a lender the question is a great convo and  great topic.

After i buy a say a duplex 130k cash and its worth 158k  can i refinance and pull all my money out with out fixing it up ?

If i put 50k down on a 4 unit that cost 250k and its worth 285k would i be able to refinance and pull all my money out?

With out fixing it up they would both already be renovated before the investment.
