Hoa towing cars with guest pass from my numbered parking space

My guest was parked in one of my numbered parking spots for my condo and had my guest pass hanging from her mirror. The towing company still towed her car. They claim that the guest pass is only valid in non numbered spots. When the condo was purchased it came with two numbered spaces.
