Try to get my first property

Hello, I am a newbie ie in real estate investing and need some help and advise on trying to get my first property under my belt. I live in Odenton Md there is a house for sale by owner. They are very motivated in selling this house.The house is on the market for $349,900 and they own roughly $95,000 so the loan to value is around 255k. I believe it's 1 mortgage loan on the house. They made a lot of upgrades to the house. it's listed with an agent on Zillow but has drop in value base on the time it's been listed it drop -3. 4% since it's been listed. How should i go about trying to do a subject to or buy and hold through owed finance.
