Los Angeles Newbie Looking to Invest in Multi-Family Rentals

I currently live in Los Angeles but I'm looking to invest in multi-family rental properties for under 150K out of state because LA is expensive. Preference for Charlotte, Atlanta, or South Florida markets. I'm a veteran and I have never used my VA home loan. I also have about 40K in my 403B with my current employer.

I want to determine the best strategy to invest without incurring a major tax penalty for early withdrawal of the 403B. Can anyone suggest a good real estate accountant?

Can anyone suggest the strategy they would use in my situation? (I am willing to move to any of those markets and occupy a home for at least a year to meet the VA conditions if the property is worth it)

Any advice is appreciated,
