First time on the Forum and I'm interested in Fix and Flip

I am a beginner REI and would like to know how to approach a senario: I know a potential deal in a Class B neighborhood where the owner is divorced and the house will be for sale. The house is listed at 230,000 based on the neighborhood with houses at 250,000. The owner my only have 25,000 to 40,000 in equity. Is this a property with profit value potential? Thank you!
