Part time invester looking how to refinance rental properties

I am a part time investor that just moved to Wisconsin for my career and I was looking to refinance my properties in Tx., it appears that I went about this in a way, that has cause me more challenges that I wanted. Now I am just looking at ways to get some equity out to purchase a house in Wisconsin, vise renting. Will ask forgiveness in advance for my lack of computer knowledge, because I am struggling with the web site.
