need assistance on how this runs

I have just joined and wanted to understand how this works. I guess I am a dinosaur. Because when ever I go on a new place, it never works for me. I try to follow the listed directions but all I run into is blank window. I  have up dated my info three times and it never goes to the page for me. 

That is why I am and do get frustrated with blogs and such.
