New investor in Madison. WI

I'm a brand new investor in the Madison, WI area and have a burning question to get answered. Given that I live in the midwest and we get some pretty cold and snowy weather here, I've been warned by other investors that the market slows down considerably in the winter and now isn't a good time to start. I'm looking to wholesale properties, so are they giving me a load of you know what, or are deals still done year round in this part of the country?

Also, given that I'm new to this wholesaling thing, what is the most I should be trying to get out of each deal?
