house 6yrs delinquent property tax.

I'm not an investor - yet. But I have a question that's bugging the heck out of me. I live in Michigan, nice middle class neighborhood. Everyone takes pride in their home's appearance. There is one house at the end of our street that seems to be abandoned. Grass is cut maybe 2x a year. No activity can be seen. I checked the treasurers office website and while the house seems to be owned free and clear, taxes have not been paid for 6 yrs. . How is this possible? I tracked the owner's present address which is in a neighboring city.
