San Jose, ca duplex eviction during covid

I have family who own a duplex in San Jose, CA and from everything I've read it is exempt from the ARO ordinance, the TPO ordinance and the Ellis Act ordinance but now we have the Covid tenant relief act. 

Can I give a 60 day notice? 

There are tenants in there on month to month and never renewed the lease. 

They have paid the entire time through Covid. The reason to evict is for family to move in. 


If I'm normally exempt from TPO if I'm understanding correctly I don't have to give just cause to evict but because of the Covid Tenant relief act do I have to? And give relocation fees?
