Trustee Sale during shelter in place

Can anyone share their experience purchasing trustee sales during COVID? I am in California and curious about how to approach the previous owner who, I suspect, still lives in the home. The loan is with Citibank, so there is a chance it is backed by Fannie or Freddie (moratoriums until the end of Jan and the end of February, as I understand). Would appreciate any feedback if you know anything.
