Does the lift on owner occupancy applies to existing ADU?

Hi everyone, could someone shed some lights on this issue? It has been bothering me. 

Does the lift on owner occupancy applies to existing ADU built before 2020 in East Palo Alto or other cities other than San Jose? If it does not apply, I am wondering if I extend the existing ADU from 400 sq ft to 500 sq ft, does it make the ADU qualify for the new rule? Could you point me to the right direction or person to solve this problem?
