Expired Permitted Addition in Long Beach, CA

Hello,

I'll be inheriting my father's home in Long Beach. There is a large addition that was started in the 90's but never finished. The permit is long expired and I don't have a list of what had been inspected. I have only been able to find an old blue print of the addition. Does anyone have any experience with this type of situation? Any feedback on where to start or steps to take to try and get it permitted?
