Res Lot owned in Chico, California, looking to build new housing

We own a residential lot in the heart of the college area of Chico, CA and would like to build units on it. We were hoping to get into contact with an agent, lender, investor, someone who works for the city, or a contractor, who knows the area well and can help provide some insight on city regulations as we are all from Sacramento. The lot is an R3 zone and we have different ideas on how we would like to build on it, but need some guidance on how to go about getting these ideas approved and what kind of regulations the city has on certain types of new construction. One idea we have,  is to build out used shipping containers into nice modern living spaces for college students, connecting 2 or 3 together, with one being a shared living room space and kitchen and the other two would be housing/sleeping units. We also want to keep it as "green" friendly as possible. There previously was a house on this lot so it should be already hooked up for electrical and sewage. Any insight on this would be very helpful and providing us with he right contacts to see if this would even be a possibility.
