Planning to buy my first investment

Hi BP family,I'm planning to buy my first investment property in the Bay Area. My budget is up to 400k. Not sure for this budget, whether I can make any cash flow or not. Also I hear from my friends about Austin market. Your input/suggestion is much appreciated. Thank you.
