RE agent in Folsom/ Sac for investor and first time home buyer

I am looking to buy a home in Folsom, CA. While looking at the current RE price drop trend and the number of houses construction, I am bit confused and not sure if I should buy at this price or wait for sometimes and why the home when market slow down a bit more. 

I am not sure why do we have so much construction in and around this area as we do not have big job market like bay area. I understand that people from bay area moving here but its a short term relocation until the boom gets burst then people will go back to craziness again. 

I am keep looking for houses but the price does not make sense in this area.

Looking for some thoughts or suggestions.
