Short tenure for property managers? - Bay Area

Hey everyone, my question is regarding the constant churn that I see in property managers specifically for apartment complexes in the Bay Area. I've lived in several places in Fremont and it seems like the property manager on staff is always gone after 3-4 months on the job to be replaced by someone completely new. 

I've never seen this anywhere else I lived and I'm just wondering what's going on behind the scenes? Is this something specific to the Bay Area? Or just badly managed properties?
