San Diego skip tracers?

I've been trying to get leads, but currently I only have their names and addresses. I have tried almost all the free online services and there's about a 2% success rate and after reading the reviews of the paid services, they don't look accurate at all either.

I was wondering if anyone knows of a skip tracing service here in San Diego?
