wassup with REO's? How to attack to get them for flip?

I am looking for opportunities in my area... Sacramento region. I see lots of REO's, bank owned... etc..

One I am seeing has been relisted, same price, after the original listing expired after months.... Which is ridiculous in normal real estate... How do I attack a bank owned to get it at a flippable price, if they are just gonna list it, let it sit and waste away and not alter their list price...
