How come I never win a bid on a REO in the Phoenix area?

I have been bidding on several REO's and never won a bid. What is the secret to owning one? Is it of advantage to make it a primary residence? Thanks for the input.

Replied

a) multiple offers and people offer higher when bank calls for highest and best

b) cash offers - lower price with cash will often beat a higher offer with financing
