Sewer Lien on Tax Lien property

Does Sewer Lien goes to the owner's credit.  I have an investor who got a tax lien property and now is trying to unload it. He got sewer lien bill from 2008 way before he acquired the property. Does this sewer lien show up in his credit if does not pay it? He is planning to pay it when he sells which might be more than 30 days.
