Agree with @John Underwood that you're better off buying something, but everybody has to start somewhere. Personally I find profits in the arbitrage model to be too thin (along with other risk factors that deter me from it), so I think you might have trouble finding a partner on something like that. 

What exactly is your question though? Are you just looking for people to go in on a deal with you? If so you'd probably be better off going to some local REIA events to meet people in your market.
