How to Expand Services Internationally

I own a small co-hosting and marketing business for STRs across the Southeast and in the Bahamas. I'd like to expand into marketing for more STRs internationally, though. To find my first international STR that I now market for in the Bahamas, I used cold email. For the 700 emails sent, I got 1 positive response that converted. What I am wondering now is, is there a better method for reaching STR owners internationally at scale than cold email? For example, would investing in mailed advertising be worth it for this purpose? Thanks in advance for any advice!
