What counties permit STR? - Southern WI

My husband and I were under contract on a lake house in Montello, WI that we were going to use as a STR when Covid hit last year. We bailed out of fear if the unknown. For the last 6-8 months, we've been searching again for another property but are struggling to find counties that are STR friendly. It seems they either don't permit them, or have limitation which make most properties ineligible for a permit.

Does anyone have experience with counties that ARE STR friendly? Looking for southern Wisconsin specifically. Just found a property on Lake Kosh but Jefferson County requires the property be on a 1 acre lot or greater.. 🤦🏻‍♀️
