Short term rental Marble Falls Tx

My wife and I are considering purchasing a lake view property in Marble Falls Tx to do short term rentals. We have long term leases in Austin & San Antonio, but this would be our 1st STR. We would also be using the property throughout the year to relax and enjoy the area. The home is not in an HOA, so we assumed we could do an STR without issue. Well, my wife wanted to double check. She called the county to check the rules on STR, and was surprised to hear that short term rentals are only allowed in Marble Falls if you occupy the property. This did not seem to be the case with many similar properties in the area. You can tell that many of the properties in Marble falls that are listed on STR sites are not owner occupied. My question is, what is the work around for this? There has got to be a loophole or something I'm missing. What would be considered as occupying the property? Would staying once a month count? If anyone has knowledge of this area, I could use some help. Thanks

@Jon Derickson why don't you go online to airbnb and look at the rentals that are listed and live. Go to the appraisers office and see who the owner is and talk with them directly. That is called going to the source. If you talk with 10 owners and they all live in the properties, then YES its a thing; otherwise ask them how they are doing it without living there.
