Contracting Inquiry/Booking Responses

I need to grow my team to support response to inquiries and I'm looking for some guidance on compensation.  I'm interested in bringing on some people part-time and paying on a per inquiry basis instead of hourly (obviously, very flexible hours and work remote).  Anybody have experience with this model or other recommendations for staffing?  I refuse to use auto-responders and my current person responds 24x7 with an average response time of 6 mins.  I know these are high expectations but I'm thinking it's a great side income for someone with good writing skills.
