Washington, DC Airbnb unhosted license?

DC's license division said you don't qualify for short term rental or vacation rental if DC property isn't your primary residence. How does people rent out their entire home then? I checked out properties on Airbnb and people are renting out their entire home, condo, and apartments. Licensing division also said it can't be LLC or business but I saw few listings on Airbnb.

What is unhosted license and how can I get that in DC? I have been contacting DC departments since morning they are just giving me the run around. I'm on hold for Homestead Tax Division business department.

I contacted DLCP again and they said I can get Single family rental license for Row home and condo and list it on Airbnb. They also said if I buy 4 units then I can list 3 units on Airbnb.  It sounds like youre looking for the answer you want even if it isnt the right answer. I and DCLP both told you the same thing, but it seems like you want a different answer. 

Read through the regulations. They are very clear.

 1) They could be breaking the law

2) They could be exempt from the law 

3) They could be complying with the law by staying under the limits or occupying the property.
