Zoning & Short-Term Rental Advice

We inherited a vacation home/cottage in Bluemont, VA a few years ago, which is in need of full-rehab. We made plans to renovate as it is located in gorgeous wine country, and perfect for an airbnb; however, zoning confirmed short-term rentals are not allowed in neighborhoods with our current zoning (although there are several currently operating there anyway). Our inheritance terms prohibit us from selling for several years, and a long-term tenant can't be put in place because another stipulation requires us to allow other family members to occasionally use the property as well (although currently uninhabitable). Looking for any advice with either dealing with zoning, or suggestions as to what we do with this property. We don't want to sink a bunch of $$ renovating if zoning will shut us down on Airbnb, but also don't want to let it just sit there.
