Airbnb Tax Withholding Help

Hey everyone! This is my first post. Hoping to get some help. I own a property that I'm renting out on Airbnb. I made a mistake and let my PM be the primary host and I'm the co-host. Either way, the payouts go to me and all of my tax information is listed under my account. Airbnb has been withholding 30% of the revenue for taxes. I didn't make $20k revenue this year so they're not issuing me a 2022 1099-K. They're now telling me I won't be receiving any of those withheld tax funds back. Has anyone faced this issue before or have any advice? Thank you!
