Tiny Home Flip. Short Term Rental or Sell?

I recently acquired a tiny home on wheels, it has a beautiful layout but needs some fixing up. The plan was to do a complete renovation then rent it out as a short-term rental, I live near the beach so there is a high demand for that sort of thing. I am about halfway through the renovation so I decided to start looking for properties to park it, I don't have the funds to buy a desirable lot so I was thinking maybe I could try to make a deal with an owner of a vacant lot and split profits as well as maintain his property. The problem with that is that (in addition to finding someone willing to make that deal) is that the county won't let me park a tiny home and run utilities to it. I'm new to this so I didn't completely understand why this was the case but I was told one way I could do it is to apply for a building permit and then I could put the tiny home there for 9 months, I think it was. So I would have to go through all of that trouble just to Airbnb my tiny home out that 9 months? I have to be missing something. So then I considered just selling the home once it's finished, Well it seems that might be just as difficult to do because it's not technically a home so the Realtors don't even know how to approach it. I'm in way over my head.
