Buying Raw Land for RVs/Trailers

Hi, I'm considering buying undeveloped land to be used as a campground (for RVs) in rural areas or a trailer park on the outskirts of some more suburban areas. Does anyone have experience with a similar project? What types of permits are usually involved? I am extremely new to this but thought this could be a potential lower cost way to get started investing in real property. Are there different loan programs available for developing raw land?
