“Investing in Green Affordable Housing Here: Why and How.”

For the past decade, West CAP and the Gerrard Companies have teamed up to produce hundreds of units of high quality and very green affordable housing across west central Wisconsin. Winners of the national 2022 Edson Award for Green and Healthy Housing from the Affordable Housing Tax Credit Coalition and recognized by the federal Department of Energy and the Office of Community Services at HHS, West CAP E.D., Peter Kilde, West CAP Associate Director for Social Development, Samantha (Sam) Phillipps, and Gerrard Companies co-owner Paul Gerrard, will share their story of how they pulled it off, how investors can participate, and how they are continuing to advance this work.

We look forward to seeing you at the Hudson meeting!

Speakers: Samantha Phillipps, Peter Kilde, CCAP & Paul Gerrard

Samantha Phillipps was hired as the Grant Specialist for West CAP in 2022 to take on research initiatives, grant writing and donor relationship building and engagement. In this role, she worked to secure recurring and new funding to support program initiatives serving low-income individuals and families across agency programs. In 2024, Sam was promoted to Associate Director for Social Development, providing organizational leadership, strategic planning, community collaborations, program operations and policy advocacy related to West CAP's programs and services that build the social assets of low-income individuals and families.

Prior to coming to West CAP, Sam worked for 12 years in nonprofit marketing, resource development and grants management through her previous roles serving the Community Foundation of Dunn County and the Boys & Girls Clubs of the Greater Chippewa Valley. She lives in her hometown of Glenwood City with her husband and three children.

Since 1995, Peter Kilde has been Executive Director of West CAP, which develops and manages very green low-income housing, and operates homelessness intervention, energy assistance, car ownership, weatherization, food security, adult literacy and skills programs. Peter served on the National Community Action Partnership Board of Directors 2004 - 2023, where he created and currently co-chairs the Partnership for Climate Resilience, which focuses on how Community Action Agencies across America can best adapt to climate change. Kilde serves and is also on the board of Slipstream, a Wisconsin-based national nonprofit linking energy conservation and social equity. Recipient of the 2013 Charles M. Hill Sr. Award for Housing Excellence, Mr. Kilde is widely recognized for his leadership in affordable housing innovation and energy conservation.

Prior to coming to West CAP, Kilde worked for the Amherst H. Wilder Foundation of St. Paul, Minnesota, where for 12 years he was operations director of Wilder Forest, a 1,200-acre conference and education center linking social and environmental concerns. He now lives with a grown daughter or two on a small organic farm and woodlot in western Wisconsin.

Paul Gerrard is Vice President of the Gerrard Corporation. Gerrard development LLC has been in the affordable housing business since 1988, the company has now developed housing in nine states, most recently we have been concentrating on infill mixed use developments that include major solar resource products.
