Charleston Upper Peninsula Investing

I'm looking at some properties in the upper peninsula area of Charleston SC (specifically around Spruill Avenue) and want to see what your opinions of the area are.  Historically, this is a very rough area but it seems like it's in the process of turning a new leaf.  There's lots of activity around and development and it seems like a good time to get in to me but I'm not as experienced in the area.  Some people I've talked to say it could turn around very quickly, others say it could take 30 more years.
