Water Bill Unpaid Houston

Hi All, I bought a duplex mid 2019 in Houston downtown area and it seems city consider this a Commercial property so it has only 1 meter. There was property manager but they might have not paid the dues. I came to know about this today when new property management contacted city to transfer the service.  However, I was not aware about the unpaid balance since there was 8-10 months gap between these 2 property management company. The house was empty for almost  8-10 months because of COVID. I never bother to contact the city to see what going since I thought PM might have took care of it.

Any suggestion on how can I get rid of those charges?
