Recalculating Expenses each cycle

How does everyone recalculate expenses on a property from one year to the next?

I set aside 10% for maintenance/repairs and 10% for CapEx, but as I continue I'm curious if I should readjust accordingly each year or quarter depending on not utilizing those reserves. Or should I let them continue to grow to a set amount and then bring the overflow to other areas of my portfolio?
