SAN FRANCISCO - City & state rent control notices?!

We received our certificate of occupancy in 2017 so our building is not under city or state rent control. However, we started managing the property ourselves Sep 2020 since the rents dropped so low during the pandemic. Last month, we sent out our first notices for rent increases (one of them a 90-day notice as the increase is much greater than 10%). We would like to raise the units back to market rate.

Is this article still accurate? We didn't know we were supposed to give our tenants notice of exemption. Now, I'm wondering if we need to give notice that we are not under SF rent control either? And if we didn't give notice, are we able to do so with tenants who will extend their leases through an addendum? Or was it mandatory to do so at the commencement of their tenancy? What about advertising? Do we need to tell prospective tenants that the building is not rent controlled?

Would greatly appreciate any help on this.
