Renting a house with a bug problem

I purchased a house in CA in this difficult market. Tied up most of my cash in the house.

Issue came up. It seems there is a cockroach problem in the house.

I don’t have much equity in the house. So I would lose $ if I sold.

Question is can I rent it out???

This cockroach problem is yours to solve and it will not go away until you do so. If you try to sell it, you'll have to disclose that there is a problem and likely sell at a hefty discount in order to do so. If you try to rent it, you'll have to deal with it on the tenant's behalf- and you'll need to disclose it to them before they move in. In that scenario, you will only get VERY desperate tenants, which I promise you, you do not want. 

Hire a pro, do whatever it takes to get rid of the cockroaches- then have regular, preventative treatments. Rent the place out and go find your next deal.
