Two Family to Three Family Conversion

Hello Everyone, 

I recently purchased a two family property in Haverhill, MA. The property is unique to the fact that the previous owner already did rehab to the attic space and created a third apartment- One bed/One bath 630 SF. However, the previous owner did not convert the property to a Three Family, thus the second unit is technically a two floor apartment. I have done due diligence, and am 99% sure everything meets the codes required for a Three Family, i.e. correct zoning, two means of egress, etc., but I am not sure what the steps are needed to take in order to legally convert. Is it as simple as going to the city and having a building inspector come by for an occupation/rental permit? Or do I need to go to the zoning board first, even though my zoning allows it? Or should I just consult with a lawyer? 

It would be extremely helpful if someone with experience with a two family to three family conversion could help! The cash flow from this conversion would be beautiful. Thank you!
