Title Company Recording Error

We purchased a house in Baltimore City in August of 2019.  In November of 2019 we realized that the new ownership information had not been registered with the City.  A representative from our title company informed us that there was an additional lot which transferred with the house which the previous owner's representative had not informed our title company about, and that caused a delay.  

Since then we have had several conversations and a year and a half later our property is still registered with the City under the name of the prior owner.  We purchased the property as a rental and have been paying a mortgage since 2019. We haven't had a tenant because we're not the registered owners so Baltimore City won't allow us to register as landlords. 

Has anyone dealt with a similar issue?  Do we have any recourse as to the title company?

Please help.
