Expert in Garage Conversions?

I purchased a rental last year that has the garage converted into a dining room and I'm having issues with that room.  Here is a photo of the outside:

During heavy rains water is backing up along that wall and seeping inside.  Prior owners added this concrete curb to try to help with the issue, but it is not.  There is also an external sump pump that is supposed to be moving water away from the home as well.  

I would like to fix the issue once and not just put a bandaid on it.  Does anyone have experience with this?  Thanks!
