I wonder why anyone would put/place their tenants in such danger. All those families, all those lives...

Where did the property owner go wrong? What could have been done differently? Needless to say, This should never happen. I don't have all the details. So as the story progresses, I would like some insight from seasoned multifamily investors about the facts of this matter.
