Does anyone know the answer to this question

I have 3 rental trailers in Z-hills Florida. Only one has central HVAC, it went out, I did not want to pay for a new HVAC in a 750 sq foot trailer. I made the decision to put a very good higher priced window unit in. My tenant is now threatening to take legal action and claims that I am obligated to put central HVAC in because that is how it was when she rented the place. Is she correct?
