Abandoned House next to rental

There is an abandoned house next door that has been there for a long time, owner mows grass occasionally, but the house would need to be bulldozed and built back up to be liveable. Previous homeowner has had property line issues with the owner of abandoned house in the past. Trying to figure out best way to go about the situation.
