San Francisco Admin Code Section 37.9B and 37.3f

Hi Everyone, I'm looking at a property where San Francisco administration sections codes 37.9B and 37.3(f) apply to rental restrictions on certain units of the building. The 37.9B limitations expired last year, but the 37.3(f) restrictions apply until next year. Has anyone had experience dealing with these restrictions that they'd like to share?

37.3(f) seems to imply that the unit has to be rented at the last rental rate until the limitations expire. Has anyone successfully used concessions on a lease to keep the rent rate low for the first few months, but the market rent could go into affect after the limitations?

I plan on talking to a Lawyer for more detail but just curious if anyone had any experiences they'd be able to share. Thanks!
