All adults always on the lease agreement?

We are new at this. Should all adults who will be living in the property always be on the lease agreement?

We have a married couple who has filled out an application and gone through the background check. The wife scored higher than the husband (credit report: 625 vs. 523). The overall score says that together they are a "Moderate Risk" and that 45% of landlords in our area accept applicants with this score. But especially the husband has had some financial issues over the years (collection agencies, etc.). Should both of them be on the lease agreement or only the wife?
