Code requirements in VT

New landlord due to divorce and just trying to keep my head above water.  I have been unable to find the specific code requirements within the State of Vermont.  I am specifically trying to find information about the following:

1)  Is a range hood required over a propane cook stove?

2) Are handrails required for stairs?

3) Emergency egress for 2nd floor (in a 2 story home)

Also wondering if I am just better off putting the house of the market rather then spending more $ to come into compliance.
