Buy apartment building in Baltimore,MD or DC?

I want to buy an apartment building/multi-family (4-7 units) in either Baltimore or DC under $900k with goals to have passive income and home appreciation. With Baltimore, I’d have more units but finding the right neighborhood could be a bit tricky, I’m not an experienced investor so I’ll most likely use a property management company. Meanwhile, DC is a better option because of the quality of tenant but I would only be able to afford a duplex and I can manage it myself. Should I go for quality (DC) vs quantity (bmore)? I’m on the fence.
