Eviction Moratorium v CDC Declaration (Nevada)

Back Story: I have a tenant who has not paid rent since March 2020. He has claimed job loss, he’s waiting for unemployment, his father died, etc. He agreed to move out on September 1, 2020 (Original Eviction Moratorium End Date) then changed his mind and said he wanted a repayment plan. We gave him a repayment plan which he signed the last day of August and the governor announced they were extending the Moratorium by 45 days a couple of hours later. Since then he has sent a half dozen cdc declarations and every time one of my property managers contacts him he is combative, threatens with suing and claims he’s being harassed.

He is working, has moved in his husband which he married in February 2021, claims to have received an inheritance yet no judge will approve removal even though his lease expired in January 2021. We have applied for landlord assistance and he claims he applied for assistance although we haven’t received a penny and they will not provide us any information on the application.

Question: The eviction moratorium in Nevada end 05/31/2021 but the CDC declaration ends a month later on 06/30/2021, when can we file an eviction again? Any input is greatly appreciated.
