Texas Landlord Question

Hello Everyone! 

I am a Texas landlord that has currently have a tenant vacate the house and i think they weren't able to solve their problem with the water utility company they used. 

If they didn't resolve things the balanced they owed was about 5,000 Dollars!

Would I have to pay the bill or would my tenant be required to pay the bill and how would this all work out? 

Any help will be appreciated.

 Hi Fernando, 

If you had a "Moen Flo" it would have called your cell phone and told you there was a leak as soon as it started.

I assume a pipe broke in the freeze, and they didn't notice it, or just ignored it.
